– aon matters pertaining to administrative liability;

– on matters pertaining to imposition, filing appeals against and cancellation of administrative penalties;

– on matters pertaining to withdrawal of special rights (the right to drive vehicles, the right to hunt, the right to engage in fishing, the right to design structures, etc.) and reduction of the term thereof;
